  1. Remove 4 strips of zest from a lemon and slice thinly, then squeeze out 2 tablespoons of juice.
  2. Place the spaghetti in a large skillet or broiler (they should lie flat on the bottom). Add garlic, onion, lemon juice, wine, oil, 4 cups water, 3/4 teaspoon salt and 1/2 teaspoon pepper. Bring to a boil and simmer over low heat, stirring frequently, for 5 minutes.
  3. Add the tomatoes and continue to simmer until the pasta is al dente and almost all of the liquid has been absorbed (soaking will continue).
  4. Add lemon zest and parsley, then add basil. Serve with grated Parmesan, if desired.
