- Remove 4 strips of zest from a lemon and slice thinly, then squeeze out 2 tablespoons of juice.
- Place the spaghetti in a large skillet or broiler (they should lie flat on the bottom). Add garlic, onion, lemon juice, wine, oil, 4 cups water, 3/4 teaspoon salt and 1/2 teaspoon pepper. Bring to a boil and simmer over low heat, stirring frequently, for 5 minutes.
- Add the tomatoes and continue to simmer until the pasta is al dente and almost all of the liquid has been absorbed (soaking will continue).
- Add lemon zest and parsley, then add basil. Serve with grated Parmesan, if desired.
